Operations Manager / Business Analyst – Local Government programs

Location: Edison, NJ (Onsite Only)

Job Type: Full-Time or Part-Time (Onsite & Local presence is mandatory)

Position Overview:

We are seeking a highly experienced and motivated Operations Manager / Business Analyst with a strong background in working with local municipal and county government agencies in New Jersey. This hybrid role blends operational leadership with business analysis and plays a critical part in designing and delivering digital solutions for public sector clients. The ideal candidate will be passionate about civic innovation, possess a deep understanding of local government functions, and have the ability to translate public service needs into actionable IT and operational solutions.

Key Responsibilities:

• Engage with key stakeholders from municipal and county departments to gather and document business requirements (BRDs).
• Analyse business processes and create detailed reports and presentations.
• Collaborate with IT teams to develop System Requirement Specifications (SRS) for technical implementation.
• Provide insights and recommendations to department heads, solution architects, and the pre-sales team.
• Ensure business and system requirements align with public sector goals and stakeholder expectations.
• Develop and maintain comprehensive solution documentation including process maps, user guides, and training materials.
• Assist project managers and technical leads in prioritizing development tasks.
• Define project scope, direction, and responsibilities for internal and external teams.

Required Qualifications:

• 10–15 years of IT system implementation experience, including 5–7 years working with local governments in New Jersey (municipalities, counties, or regional agencies).
• Strong interest and understanding of public service and local governance.
• Solid knowledge in key public sector areas, including:
• Budgeting, administration, and planning
• Housing and economic development programs
• Public health, education, childcare, and social services
• Welfare, taxation, emergency services, and transportation
• Exceptional communication, presentation, and documentation skills.
• Strong research, analytical, and problem-solving capabilities.
• Proficiency with PowerPoint, BPM tools, JIRA, and MS Project.
• Understanding of government compliance, regulations, and reporting standards.
• Degree in Public Policy, Economics, Social Services, or a related field.

Preferred Skills:

• Previous experience working with NJ-based government bodies.
• CBAP/CCBA or PMP certifications are a plus.
• Experience leading or supporting digital transformation in public service organizations.
