The Philadelphia Housing Authority, America's fourth largest public housing authority and leader in real estate development and property management, is seeking a Manager – Continued Occupancy.

Reporting to the Director – Continued Occupancy, the Manager oversees all Housing Choice Voucher (HCV) tenant based client continued occupancy activities and staff including re-certifications, interims and ongoing customer service. The continued occupancy and special program Team Leads will report to the Manager.

Additionally, this position includes a range of managerial responsibilities. The Manager will frequently be required to use independent judgment in making recommendations and decisions in accordance with existing procedures or written guidelines, such as PHA policies, PHA’s MTW Agreement, HUD regulations, handbooks, desk references, and/or existing records. All activities must support the Philadelphia Housing Authority’s (PHA)’s strategic goals and objectives and produce the results that accomplish the goals of the department.

Salary Range: $72,829.27 - $75,400.10

Qualifications

Education, Training and Experience Guidelines:

Bachelor’s Degree in public or business administration, social work, or a related field; at least five(5) years’ experience administering a Public Housing Management, Housing Choice Voucher/Section 8, or other publicly funded housing program; OR an equivalent combination of education and experience.

Knowledge of PHA organization, operations, policies and procedures is preferred.

License and Certifications Requirements:

  • Possession of a valid Commonwealth of Pennsylvania Driver’s License is required.
  • Within the first year of tenure in the position, must pass the Management Certification, HCV Specialist Certification, EIV Security/User Training Certification exams (training and test at the Philadelphia Housing Authority’s expense).

Responsibilities

Essential Functions:

  • Plans, assigns, reviews and coordinates the activities associated with continued occupancy for the tenant-based Housing Choice Voucher program pursuant to PHA MTW policies and HUD regulations.
  • Manages and monitors staff activity to ensure that work and assigned task(s) are performed in accordance with established policies, procedures, performance goals and departmental objectives.
  • Monitors recertification planning, scheduling and tracking to ensure timely completion of re-certifications.
  • Reviews distribution of caseload and makes changes to ensure even work distribution and expeditious processing of transactions.
  • Conducts regular review of participant files to ensure that they follow applicable policies and regulations.
  • Participates in performance reviews of hourly staff.
  • Provides guidance to direct reports on training and follow up steps to improve program transactions.
  • Understands and applies HUD regulations, MTW policies and PHA procedures.
  • Explains new or revised policies, procedures, or laws that impact operations of the applicable program area.
  • Retrieves data such as EIV, Elite Production, and PIC reports; analyzes data; prepares and submits reports to Director of Continued Occupancy.
  • Oversees staff activity to ensure that work and assigned task(s) are performed in accordance with established policies, procedures, performance goals and departmental objectives.
  • Identifies and documents compliance problems, and prepares internal reports to keep Director and other parties of interest informed
  • Trains new employees and instructs subordinates in the interpretation of applicable provisions and regulations.
  • Recommends changes in operating procedures and methods to program management as necessary.
  • Ensures program staff provide professional and comprehensive customer service to applicants, participants, landlords, and other customers.
  • Resolves disputes between the Continued Occupancy staff, applicants, participants, and landlords.
  • Keeps the Director of Continued Occupancy informed of applicable program issues as needed.
  • Attends mandatory meetings and trainings.
  • Performs other related duties as assigned. Functional areas may be modified based on management needs and/or priorities.

  • Knowledge of:
  • HUD Regulations; Standard Operating Procedures, other Federal, State and local laws, rules and regulations related to low income housing, including PHA and MTW policies and procedures.
  • Federal and Commonwealth housing authority regulations and reporting requirements, including Code of Federal Regulations, and Department of Housing and Urban Development.
  • Methods, procedures, and standards for HCV record keeping and records management.
  • Prepare and submit detailed weekly reports on the status of tenant recertification's, including the number completed, pending, and any issues encountered during the process.
  • Track and report all interim changes in tenant circumstances, such as income adjustments, household composition changes, and other relevant HUD required updates.
  • Prepare and maintain documentation required for internal and external audits related to recertification and interim reporting, ensuring all records are accurate and up-to-date

Supervisory Responsibilities

The Manager – Continued Occupancy may have up to four direct reports and is indirectly responsible for oversight of additional staff members in the Continued Occupancy department.

Work Environment

Work is performed in a standard office environment, including contact with applicants, participants, landlords, and the public.
